HUD Loan and Grant Programs
In order to access CDBG, HOME and ESG funds you must go through your state or certain local government jurisdictions. HOPWA funds are available both through your state or certain local government jurisdiction and to non-profits through the SuperNOFA. All other funding sources are available in accordance with the SuperNOFA.
The Consolidated Plan Programs
The Consolidated Plan (Con Plan) is a HUD mandated application and strategic planning document prepared by all states and certain local government jurisdictions every 5 years to receive annual funding for the CDBG, HOME, ESG and HOPWA programs. The Con Plan is updated annually with an Action Plan, submitted to HUD and approved by HUD before HUD will sign an agreement with the grantee for funding. Each program is described below and grouped according to type. These funds are allocated to units of local government based on a formula for need comprised of several measures of community need, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas.

SUPERNOFA Programs
Summary
Federal agencies issue Notices of Funding Availability (NOFAs) to announce the availability of funds for various programs. HUD consolidates the NOFAs into one document, called the SuperNOFA. The SuperNOFA contains notices for over 30 different funding programs that can change annually. The SuperNOFA includes information on the application process, eligible applicants and activities, funding availability, evaluation criteria for each program, and key deadline dates. HUD published the 2009 SuperNOFA in the Federal Register on December 29, 2008. Note that additional program NOFAs may be published separately from the FY2009 SuperNOFA.
