Community Frameworks is a regional nonprofit affordable housing intermediary organization located in Spokane and Bremerton serving Washington, Oregon, Idaho and Montana. Community Frameworks directly produces housing units and assists others to produce housing through lending, technical assistance and development services. Community Frameworks frequently works with CLT’s, both established and newly-forming. The organization is a HUD Technical Assistance provider in Washington and Idaho. One of HUD’s national goals is to provide Technical Assistance to CLT’s. Under this Technical Assistance program, or on a fee-for-service basis, Community Frameworks offers services to various stakeholders in a variety of technical areas:
- Community needs assessment
- Board & Staff training
- Systems set-up
- Organization Strategic Planning
- Financial packaging for project
- CHDO establishment
- Development Services

Community Frameworks is also a HUD Self-Help Opportunity Homeownership Program (SHOP) grantee serving Washington, Oregon, Idaho, and Montana. In this capacity, Community Frameworks can:
- Provide 0%, 100% forgivable loans for land acquisition and infrastructure improvements. Community Frameworks currently works with 36 affiliate self-help homeownership programs, including several CLT’s.
- Provide project and program Technical Assistance.
- Help loan applicants enhance their homeownership programs.
- Guide applicants through the loan application and underwriting process including assistance with identifying and filling project financial gaps.
