Appleway Court I and II, Rockwood Retirement Communities
Project description: Phase I is 38 units of service-enriched independent living apartments for seniors. All units are reserved for very low income seniors under the HUD 202 program. Phase II will have 37 apartments and is also funded by the HUD 202 program.
Location: Spokane Valley, Washington
Project status: Phase I project is fully funded. Construction is scheduled to start in early 2010. An application is pending for HUD 202 funds for Phase II.
Capital budget: Phase I has a $6.4 million total development budget from HUD 202, Washington State Housing Trust Fund and Spokane County. The funding structure for Phase II will be similar to Phase I.
Operating and service budget: HUD Project Rental Assistance Contract for all units. Tenants pay 30% of their income.

Community Service Center, Walla Walla County and Blue Mountain Action Council (BMAC)
Project description: Program service center for job training, homelessness prevention, energy assistance and other community service programs of BMAC co-located with the Walla Walla Department of Human Services, including their mental health services. The project will also include affordable office space for other community non-profits.
Location: Walla Walla, Washington
Project status: Securing funding.
Capital budget: $7.3 million development budget from Community Development Block Grant, Washington State Building Communities Fund, Walla Walla County and private financing.
Operating and service budgets: Blue Mountain Action Council, Walla Walla County and other non-profit tenants will lease their space, providing sufficient revenue for building upkeep and to repay the private financing.
Dove House, Dove House Advocacy Center formally the Domestic Violence/Sexual Assault Program of Jefferson County
Project description: Four transitional housing units for homeless families and a program service center.
Location: Port Townsend, Washington
Project status: Complete January 2010.
Capital budget: $2 million total development budget from Housing Trust Fund, Community Development Block Grant, Jefferson County, Washington Community Reinvestment Association loan pool, State Building Communities Fund and a capital campaign.
Operating and service budgets: Tenants will pay 30% of their income in rent. Operating subsidies provided by the State’s O & M Trust Fund, and DV/SAP will provide services that are paid by the organization’s other funding sources.

Lakeview Family Apartments, Eastern Idaho Community Action Council
Project description: Multifamily farm labor housing units. The thirteen, two-story, two-bedroom units have 896 sq. feet. The project includes an onsite manager’s unit, and a unit designated for seasonal farm labor employees.
Location: Roberts, Idaho
Project status: Under construction.
Capital budget: The total development cost of $4 million from Idaho State HOME, USDA RD 514/516 and the sponsor.
Operating and service budgets: The residents of the apartment units will pay 30% of their income in rent and operating subsidies provided by USDA.
Lilac Terrace, Spokane Baptist Association Homes
Project description: Fifty units of independent senior housing in a four-story facility built adjacent to the client’s existing 175 units of senior housing.
Location: Spokane, Washington
Project status: Completed December 2009.
Capital budget: $8.6 million in total development costs from HUD 202, Low Income Housing Tax Credits and RBC Housing Capital, Washington State Housing Trust Fund, Washington State Housing Finance Commission and Wells Fargo Bank BOND, City of Spokane HOME and Spokane County 2060.
Operating and service budgets: HUD 202 provides project rental assistance contract (PRAC) for 40 of the 50 households so that residents pay 30% of their income in rent.

Northwest Estates II, Community Frameworks in partnership with Grant Mental Healthcare
Project description: Seventeen one and two-bedroom units for people with disabilities in Grant County.
Location: Moses Lake, Washington
Project status: Construction expected to begin in February, 2011.
Capital budget: $2.9 million total development costs from the HUD 811 program, Washington State Housing Trust Fund, and Grant County.
Operating and service budgets: Tenants will pay 30% of their income in rent, HUD will provide operating subsidies and Grant Mental Healthcare will provide services.

Paine Court, Blue Mountain Action Council
Project description: Eleven units of permanent supportive housing with supportive services for homeless families and one unit for a resident manager.
Location: Walla Walla, Washington
Project status: Under construction, completion scheduled for July, 2010
Capital budget: $2.7 million from the State Housing Trust Fund, Walla Walla County, Federal Home Loan Bank of Seattle, the Sherwood Trust and private donations.
Operating and service budgets: Residents will pay 30% of their income in rent with operating subsidies from the Washington State O & M Trust Fund. Services will be funded by the Washington Families Fund and Walla Walla County.

Pioneer Park Place, Community Frameworks
Project description: Project features 27 rental units of affordable senior housing.
Location: Spokane, Washington
Project status: Funding applications pending.
Capital budget: The total development cost of $5.7 million from the HUD 202 program, the Washington State Housing Trust Fund, City of Spokane HOME, NeighborWorks America and Sponsor.
Operating and service budgets: Residents will pay 30% of their income in rent and operating subsidies will be provided by HUD.
Supportive Therapeutic Housing, Okanogan Behavior Health Care
Project description: Nine studio and one-bedroom apartment units for permanent supportive housing and ten emergency shelter units that will house up to 16 individuals suffering from mental health and/or chemical dependency.
Location: Omak, Washington
Project status: Projected complete in March 2010.
Capital budget: $3 million development budget from Housing Trust Fund, Okanogan County, McKinney Supportive Housing Program and a capital campaign.
Operating and service budgets: The residents of the apartment units will pay 30% of their income in rent. Operating subsidies will come from the State Operating and Maintenance Trust Fund, McKinney Funds and rental vouchers through the Housing Authority. Okanogan Behavioral Health Care will provide mental health, chemical dependency and case management services from their existing sources.

Keller House, Kitsap Mental Health Services
Project description: Sixteen-unit stabilization facility. Eleven of the units are emergency housing; five of the units are permanent housing. The project will offer intensive supportive services for individuals with chronic or acute mental illness and will include a social service facility.
Location: Kitsap, Washington
Project status: Scheduled completion March, 2010.
Capital budget: $4 million total development budget from City, County, State Housing Trust Fund, State Legislative Allocation, State Building Communities Fund, owner contribution and capital campaign.
Operating and service budgets: Peninsula RSN and Department of Social and Health Services DDD.
Community Service Building and Affordable Housing, SafePlace
Project description: Program service center for advocacy, life skills training, crisis child care and other services for victims of domestic and sexual violence co-located with six units of affordable housing.
Location: Olympia, Washington
Project status: Completing feasibility study.
Capital budget: $4 million from City Community Development Block Grant, State Building Communities Fund, Thurston County, State Housing Trust Fund, and private donations.
Operating and service budget: Increased energy efficiency and reduced private debt should result in a decrease in ongoing operating costs from their current program office space. Section 8 housing rental subsidies for the apartment units.

Cedar Park, Othello Housing Authority
Project description: Twenty-six one and two-bedroom apartments for seniors and people with disabilities. This was an acquisition/rehab preservation project with USDA financing and rental assistance.

Capital budget: $1.26 million in total development costs from the Washington State Housing Trust Fund, Housing Assistance Council and USDA.
Operating and service budgets: USDA provides rental assistance so residents pay 30% of their income in rent.
Rockwell Apartments, Community Frameworks
Project description: Acquisition and rehab of 28 two-bedroom apartments for households at 30% of area median income or below 50% of area median income.
Location: Spokane, Washington
Completed: 2009
Capital budget: $1.6 million from the Spokane County, NeighborWorks America, and Owner contribution.
Operating and service budgets: Tenant rents are sufficient to cover operating expenses.
Normandy House, Blue Mountain Action Council
Project description: Four-bedroom group home for severely developmentally disabled adults.
Location: Walla Walla, Washington
Completed: 2008
Capital budget: $480,000 total development costs from Housing Trust Fund, Walla Walla County and private funds.
Operating and service budgets: Residents pay rent and services are funded by Washington State.
Richard Allen Court, New Bryant Arms South
Project description: Fifty-six units of affordable HUD 236 rental housing for low income, minority and immigrant families earning at or below 50% of area median income. The project consists of major renovation, upgrades and compliance with Americans with Disabilities Association as evidenced in the Comprehensive Need Assessment (CNA).

Location: Liberty Park, Spokane, Washington
Capital Budget: Total development was $389,700 and was funded through Spokane City HOME, County 2060, SLIHC/DOJ, Banks, Community Frameworks and owner’s contributions.
Operating and service budgets: Operating subsidies from project-based Section 8.
SAFE Center, an Emergency Shelter and Resource Center for Salvation Army
Project description: Eighteen studio units providing families with up to a total of 90 people with emergency shelter completed in 2008.

Fairhaven Homes, Community Frameworks and Housing Authority of Asotin County
Project description: Twenty-five permanent service-enriched apartments for frail seniors. The project was sponsored by Community Frameworks and jointly owned by Fairhaven Homes, a single-asset corporation, and the Housing Authority of Asotin County.

Merle Marie House, SafePlace
Project description: Twenty-eight bed emergency shelter.

Capital budget: $2 million from Housing Trust Fund, Thurston County, City of Olympia, Federal Home Loan Bank of Cincinnati, and Capital Campaign.

Town of Washtucna Rehabilitation Program, Town of Washtucna
Project description: Rehabilitation of 19 single-family homes.
Completed: 2007
Location: Washtucna, Washington
Capital budget: The total development cost of $206,622 was funded through State Community Development Block Grant.
City of Newport Housing Rehabilitation Program, City of Newport
Project description: Rehabilitation of 21 single-family homes
Completed: 2006
Location: Newport, Washington
Capital budget: The total development cost was $493,388 and was funded through the State Community Development Block Grant (CDBG).
Holman Gardens, Spokane Baptist Association Homes
Project Description: A 96-unit senior independent living facility owned by Spokane Baptist Association Homes (SBAH). It includes 59 one-bedroom units and 37 two-bedroom units as well as a commercial kitchen and a number of common areas. The project was built in 1984 and originally financed under the “life estate” model where residents paid a substantial up front fee for the right to occupy a unit and continued with modest monthly maintenance payments.

Capital Budget: The development cost of $5 million was secured from a Federal Housing Administration guaranteed 223(f) re-finance loan from CW Capital.
Operating and service budgets: Holman provides quality residential apartments for seniors in a service enriched environment that includes food service, transportation, planned activities and wellness services.
Northwest Estates, Community Frameworks and Grant Mental Healthcare
Project description: Twelve one-bedroom apartments for individuals with developmental disabilities or mental illness.
Location: Moses Lake, Washington
Completed: 2005
Capital budget: $1.45 million from Housing Trust Fund and the HUD 811 Program.
Operating and service budgets: Tenants pay 30% of their income in rent; HUD 811 program provides operating subsidies. Grant Mental Healthcare and Grant County Developmental Disabilities provide services.
Session Village, Cheney Care Center
Project description: The Session Village is a 30-unit senior housing serving residents between 50 – 80% of the area median income. The project was an addition to the Cheney Care Center.

Project description: Thirty-four emergency shelter beds and 25 transitional apartments for homeless women and families.

Project description: Thirty three-bedroom transitional housing apartments for homeless families.

Whitman Court, Blue Mountain Action Council
