Community Frameworks’ Development Services Line of Business works in partnership with community based organizations to create multi-family housing which the partners will own and will usually manage. The partners are organizations that do not choose to maintain, or cannot sustain, in-house affordable housing project development capacity. Community Frameworks provides that capacity through its Development Services Team, which offers the full array of services and skills necessary for successful affordable housing development.
Community Frameworks has worked in partnership with city, county, tribal, nonprofit and other entities throughout Washington and Idaho to develop affordable housing projects (totaling over 250 units in the last three years) with supportive services for low and very low-income tenants. These projects typically use both private and public funding sources, and involve complex multi-source financial structuring. Housing projects may be new construction or rehabilitation developments.
Standard Community Frameworks services include project concept development, property acquisition, feasibility analysis, assembly of financing, and construction oversight. Often the client also requires organizational assessment and development, project development, community acceptance strategies, construction management, and compliance and property management training.
Development Services clients share our philosophy that a low income person ought to have the opportunity to live affordably in their own community, in an appropriate environment that enhances personal well being and helps the neighborhood to thrive. By helping our clients develop housing in their own service areas, we can significantly increase the number of affordable units available in our region.
